In September 2007 some 100 young people and civil servants from the UBC countries met at a youth conference in Pärnu, Estonia.

The conference will result in a new book - Book of Possibilites - as a continution of the previous book - Book of Demands from the conference in Vilnius in 2005. The Book of Possibilites will be launched in spring 2008.
